There are a number of North American importers and retailers who have a range of Ukuleles they import, usually from China, and then brand with their own name. They are usually better than the budget end, (though may include a budget end model) and some can be quite good quality.
Bill Tapia was a famous Ukulele player who died in California in 2012 aged 103. Apparently he lived just long enough to see the prototypes of these Chinese made, but Westminster, California marketed (always white) Concert and (always red) Tenor Ukuleles bearing his name?

Unlike most of the other US Distributors with a headquarters in California USA, the Ukuleles are actually made in Portugal; originally though, they were made in Paracho, Mexico. The company started sometime around 2000 and currently have 4 models in the catalogue, all made of Tasmanian Blackwood, (for the Concert and Tenor you get a choice of Traditional or Classic - Friction or Geared machine heads) Scale wise they come as Soprano, Concert or Tenor plus a Supersoprano
